안녕하세요, 학부 총학생회 임시중앙집행위원회입니다.
지난 3월 원내 주차 공간 부족에 따른 주차 문제 해결을 위한 총무팀 임시 주차 공간 확충 계획을 공유하였습니다.

그러나 임시 주차 공간 확충 계획이 변경됨에 따라 학교 주차 공간 운영 현황과 학교에서 추진하려는 주차 문제 해소 방향을 공유해드리고자 합니다.
🅿️ 원내 주차 공간 운영 현황
- 2022년 기준 원내 주차 가능 공간: 1516면
- 2022년 기준 원내 대략 주차 수요 (차량 수): 1450대 (2023년에 1510대로 증가)
- 주요 주차 과밀구역 (공학관, 대학 본부, 경영관) 평일 10시~16시 동안 만차 상태
- 이로 인해 원내 취약 구성원 및 대학 방문객의 주차 불편 문제가 발생
- 캠퍼스의 지형적 특성으로 주차 과밀 구역 인근에 신규 주차장 확충이 제한됨
- 가용가능한 보차도 부지에 임시 주차면 운영중 (ex:학술정보관~112동 뒷길)
- 주차 위반에 대한 단속을 실시 중이나 오히려 단속 건수는 매해 증가하고 있으며 주차 질서 안정이 어려움
🚘 주차 문제 해소 방향 및 대책
- 주차 가능 구역 양성화 및 임시 주차면 확보 (최대 221면)
- 보차도 이면주차 추가 (23년 예정): 28면
- 재정연구동 인근 유휴부지 (23년 예정): 77면
- 본부 광장 방향 102동 잔디 광장 (23~24년 예정): 46면 [임시주차]
- 학술정보관 광장 (23~24년 예정): 70면 [임시주차]
- 신축 건물 별 주차면 확보 (최대 339면)
- 산학협력관 (23년 8월 예정): 54면
- IBS캠퍼스 연구단 (26년 예정) : 85면
- 챌린지 융합관(26년 예정): 150~200면 (계획)
- 차량 분산 및 단속 정책: 과밀구역 외 주차 공간으로 주차 유도 및 주차 단속 시 강력한 제재
- 주차 유휴구역 원거리 주차시 인센티브 제공
- 구성원 및 보행자의 안전을 위한 주차 금지 구역 (명시 및 안내 예정) 주차: 1회 적발 시 정기 주차권 N개월 제한
- 주차 구역 외 주차, 지정주차구역 위반 등의 기타 위반: 2회 적발 시 정기 주차권 N개월 제한
- 차량 5부제 등의 차량 부제 도입, 공사 인력 차량 원거리 지정 주차
많은 UNIST 구성웓 여러분이 원내 주차 문제 해결 위해 새로운 주차 시설 건축을 희망하시지만 학교에서는 검토 후 재정적 문제로 진행할 의사가 없어 보입니다. 그리고 학교에서 제안한 주차면 확보 계획으로 예정된 구역들은 이미 구성원분들께서 모종의 방법으로 이용해 오셨기에 크게 변화를 체감하지 못하는 정책이 될 수 있다는 점이 우려됩니다. 위 사안들이 우려스러운 만큼 인근 경사면 매몰 등으로 실질적 주차 공간이 확충될 수 있는 방향으로 목소리를 내어 노력하겠습니다.
원내 주차 공간 사용자들 의견을 바로 받아보기 위해 학교에서 주차 문제 해 정책 설명회를 진행할 의사기 있다는 점 알려드리며 진행이 예정될 경우 공지드리겠습니다.

In March, we shared the temporary expansion plan for parking spaces within the campus to address the parking issues caused by insufficient parking space.

However, due to changes in the temporary parking space expansion plan, we would like to share the current status of parking space operation at the university and the direction we intend to pursue in resolving the parking issues.
🅿️ Current Status of Parking Space Operation within the Campus
- As of 2022, available parking spaces within the campus: 1516 slots.
- Estimated parking demand within the campus as of 2022 (number of vehicles): 1450 (increasing to 1510 in 2023)
- Key congested areas for parking (Engineering Building, University Main Building, Business Building) reach full capacity between 10 AM and 4 PM on weekdays.
- As a result, parking inconvenience arises for vulnerable UNIST members and visitors.
- Expansion of new parking lots near congested areas is limited due to the topographical characteristics of the campus.
- Temporary parking spaces are being operated in available sidewalk areas (e.g., from Liabrary to Building 112).
- Enforcement against parking violations is currently in place, but the number of violations is increasing each year, making it difficult to maintain parking orders.
🚘 Directions and Measures to Resolve the Parking Issues
- Promote to legalize some parking areas and secure temporary parking spaces (up to 221 slots).
- Additional parallel parking on sidewalks (scheduled for 2023): 28 slots
- Unused land near the Research Institute of Finance (scheduled for 2023): 77 slots
- Grass square in front of Building 102 toward the Main Plaza (scheduled for 2023-2024): 46 slots [Temporary]
- Plaza in front of the Academic Information Center (scheduled for 2023-2024): 70 slots [Temporary]
- Secure parking spaces for new buildings (up to 339 slots)
- Industry-Academia Cooperation Building (scheduled for August 2023): 54 slots
- IBS Campus Research Center(scheduled for 2026): 85 slots
- Challenge Convergence Building (scheduled for 2026): 150-200 slots (planned)
- Vehicle dispersion and regulation policies: Induce parking to areas outside congested zones and enforce strict penalties for parking violations
- Provide incentives for parking in outside idle areas.
- Establish parking prohibition zones for the safety of members and pedestrians (to be specified and announced): 1-time offense results in N-month suspension of regular parking pass.
- Other offenses such as parking outside designated areas and violation of specified parking zones: 2-time offense results in N-month suspension of regular parking pass.
- Implement vehicle restriction policies such as the "Odd-Even" license plate system, and designate parking for construction vehicles.
Many of you are hoping for the construction of new parking facilities to address the parking issues within UNIST. However, it appears that the university has no intention to proceed with such plans due to financial constraints. Moreover, there are concerns that the proposed parking space expansion plans suggested by the university may not bring significant changes as some of you have already used those alternative ways to utilize the designated areas. In light of these concerns, we will make efforts to voice our opinions towards finding practical solutions, such as expanding actual parking spaces through measures like utilizing nearby sloping areas.
To directly gather feedback from users of the on-campus parking spaces, UNIST considers to to hold a policy briefing session on the parking issues at the university. If the session is scheduled, we will provide further notice.

Moreover, there are concerns that the proposed parking space expansion plans suggested by the university may not bring significant changes as some of you have already used those alternative ways to utilize the designated areas. In light of these concerns, we will make efforts to voice our opinions towards finding practical solutions, such as expanding actual parking spaces through measures like utilizing nearby sloping areas.
